A conviction of or guilty plea to a violation of any municipal ordinance or law of this state, another state, or the United States that is substantially equivalent to any of the offenses listed above. A judicial finding of eligibility for intervention in lieu of conviction , or participation in a pre-trial diversion program for any of the offenses listed above.
